If you read C 2.1.5 it states "penalty points will be imposed for the following offences: (i) Driving (details given); (ii) Failure to comply with flag or light signals; (iii) General conduct - Abuse and others". We would need a CoC to give a definitive answer but I believe that there can sometimes be a choice of which section to use for some offences - one may include points whilst another could just be a place/time penalty. Go in, dad and son be polite and you may get the lesser penalty - be aggressive/abusive and they can find the heavy penalty clauses. It is good that there is some choice - being underweight by 0.1 kg is more likely to be a mistake or misjudgement on fuel load than being 10 kg under.
