You can't take the Ł40 and Ł25 per competitor per round as an exact amount. S1 will have looked at the cost of TV coverage and the additional staff and then worked out that based on X entrants it would be Ł40 and Ł25. Get less entrants and you do not cover your costs but get a few extra and you have some spare cash which can be reinvested.
It is easier to have a set price per round than saying it will be 180 for the televised rounds and Ł120 for non televised.
