It's all about deterrent. Although that's also the best argument for not needing cameras.
All it needs is the officials to do their jobs consistantly and punish those who break the rules. Rather than turning a blind eye when it ticks the too difficult box. Otherwise it then becomes a downward spriral, which is where it has reached now. Drivers know they can almost always get away with it, especially in Super 1, so they constantly push the limits. Everyone doing the same means driving standards slip even further and everyone including the officials come to accept it has the norm.
A few high profile punishments would bring everyone back in line.
It's like the old saying: 'Spare the rod, spoil the child'.
