You say the MSA could delay another year.

Quote Blue book Section - National Sporting code , Page 72, section 18

"New or amended regulations can only come into force on 1st January. The only exception is in respect of URGENT SAFETY,correction or error,or as exceptionally agreed by the Motorsport Council.

This must be classed as URGENT SAFETY - so they could change the rules and quickly if they wanted to.
