Here's some I'd recommend in France for you, mostly South, but there are dozens more to choose from. The five figure number is postcode.

Lavalanet 09600, 1402m (two long straights and a technical in field, International Homolagation)

Belmont sur Rance 12370, near Albi, 1496m. (Like a mini Cadwell park, miles from anywhere, but hosts National races)

Muret 31600, near Toulouse, 1145m & 850m (ask nicely in advance and you might get do do the combined endurance circuit)

Ganges 34190, near Montpellier (bleak but fast circuit)

Carcassonne 11000, 976m, good technical/physical circuit for training.

Ales 30520, 1208m (first race and first podium here) Part of a large motorsport complex.

Layrac 47390, 1200m (lots of elavation changes)

Soucy 89100 1100m (Venue for many French Championships)

Septfontaine 25270 1172m (Almost in the Alps, always rains)

Le Mans 72100 1200m (Finest hours here, winning the Kart Mag Prems, loads of atmosphere and curbs).

St Genis 17240, 1137m (Bit like Forest Edge without the Bus Stop.

Salon De Provence 13300, 1250m (Pumped up rental circuit in provence)

Valence 26600, 1250m (Split personality of a track by the river Rhone, fun under lights)

Andorra, Pas de la Cas, Highest track in Europe, you'll need the smallest jet in the box at over 2000 metres?

Northern Spain.

Karting El Pla, Good club in the Pyrennees near Andorra. http://www.kartingelpla.com/
