How can the MSA be in more trouble than directly endorsing a contravention of their own regulations?

Firstly, no cadet bodywork has currently been crash tested. Secondly, there are explicit regulations covering bodywork dimensions. As such, by specifically allowing bodywork that does not fit these regulations to be used, they have gone so far as to "recommend" it as safe.

Look at helmets. The MSA will not officially recommend a specific helmet. Their regulations only state that helmets should meet a specific specification. The specification has a body of evidence that suggests it meets a certain safety standard. Would the MSA then provide a specific exemption for a helmet that does not meet this spec? Not a chance. So why do they do it for the Zip nose?
