With that starting budget TKM would be the way to go. Rotax and Blue running costs are similar to TKM but the start up costs work out about at about £2,000 but in TKM you can easily start up for a grand.
However as others have said don't buy anything, go to your local race tracks and see what classes they race there. Chat to everyone, one thing that might surprise you when you first go to a meeting is just how friendly most of the people are.
Also remember that everyone is biased so a TKM racer will tell you to go the TKM route, a Rotax racer will tell you to go the Rotax route... At the end of the day it's what classes are racing at your local track that matters as you don't want to race in a class where there is only a grid of say 5 karts.
Buying the kart is the easy bit so don't rush out and buy one until you know what class you are going to race in.
