No. In a fixed gear kart, power and speed are not independent. Your speed dictates your rpm dictates your power and vice versa. You don't just "get" more power, you have to accelerate the kart to a speed/rpm where more power is.

F=ma is exactly the same calculation as F=P/v. They are different methods of calculating the same force.
