If you go back a few years the Helmets that were BS approved were exempt from vat whereas any Snell approved helmet was subject to vat. The Vat office view was that a bs spec helmet was "safety equipment" as was approved for road use and was therefore exempt from vat. Snell approval was Spoting Goods as was not road legal and therefore specifically for motorsport use and therefore subject to vat.
When the ECE EN22 approval was introduced for road use they treated BS helmets the same as Snell.
Our understanding is that the CMR helmets fall into this category and are subject to Vat.
Would love to be proved wrong!
