Dan - quite agree that it does not appear logical to introduce a new regulation and then allow a variation. However, that was over two years ago so there has been plenty of opportunity for other manufacturers and parents to write to the MSA objecting to the design and requesting an explanation for the variation. Maybe this did happen but it is also quite possible that no one bothered (or not enough).
It looks as if the MSA are now taking the safety issue seriously after receiving letters. If they do find sufficient evidence to ban the Zip nosecone they would probablu y not do so until they were certain that there was a sufficient supply of `legal' ones available to meet the sudden demand.
I think there is a similar issue around the proposed new helmets - MSA want to ensure there will be enough supply and competition. I would prefer to see the new helmets as a recommendation rather than compulsory but there are parents who let their kids race in ill-fitting helmets and there have been a very few cases of helmets coming off in accidents - maybe just a case of the sensible parents having to suffer to protect the few kids from their irresponsible parents?
