I believe you are mistaking fuel that doesn't suit a particular tuner or tuners to the fuel being of poor quality or not!
All the tests that where done after avery complaint from independent labs came back that there was nothing wrong with the fuel!
To a degree I believe the fuel was different by design to what some where used to abroad and therefore had difficulties with Atol fuel whilst they didn't with the fuel used elsewhere, but once again this wasn't a quality thing, only a different specification as to what they desired!
Part of the original reason for introducing control fuel was that people where buying different specification fuel at great cost from for example Reference Fuels so initially it was to help try and stop everyone having to pay the fees to be competitive and these would still have been far higher than the fee charged by Atol!
There has been a lobby since then to make FA or similar as near to everything in specification as is used on the Continent (I can see the point in that but it does make everything more expensive and does limit the class sizes as we've witnessed) and to a degree we weren't following this trend as much with Control Fuel again initially because it was against the wishes to keep the fuel as close to pump fuel as possible, however in consultation with different classes the specification has been changed to suit the wishes of the people in those classes (part of me thinks rightly so, part of me says the tuners should have been making their engines run on what was available not the other way around as some where actually doing) but ultimately less people are moaning about the fuel and my only point is it's never been poor quality, altho' the spec it was may not have suited some people and some classes as much as others!
My view on this is from advice to 4 experts on fuel (one of them also advised F1 on the subject too), one who supplied more fuel to the World in a month than UK Karting would use in a lifetime and of course I did speak to Ian on a regular basis and if anyone else had taken the time out to do the same they'd know he was fanatical about quality! I also talked to those who were disgruntled and those in the class that were very happy at the time too and it was always the minority that shouted the loudest and where disgruntled, some like Ricky Flynn made some good suggestions and made some good points, others showed time and time again they knew little about the subject other than it didn't suit their engines!
I still believe you're mixing up quality and specification and I'd fully agree that some of the Atol fuel supplied did not suit some people and I can fully understand why they thought it poor quality and apparently still do!
