As the guys have said, get yourself down to Fulbeck (www.lkrc.uk.com), Wigan (www.mbkartclub.com) or Wombwell (www.sykc.fsnet.co.uk). Have a look round, go and have a chat to some of the drivers in Junior TKM, Minimax or Junior Blue (if these classes are run there). I would probably suggest Junior TKM or Junior Blue if you have a smaller budget, as you can pick up a decent TKM outfit for £700 easily!!!
Take your time deciding on a class, don't jump at the first thing thats offered to you either. Maybe, if TKM is the route you want to go down, get in touch with Talko or Paul Carr Racing and see if your lad can get a test in a kart, so he knows what to expect.
Itpro (who's a great source of advise to newbies) will always say offer yourself as a "Pit-bitch" (not those words), tag yourself to a driver at a club race, help them with lifting and / or pushing, buy coffee etc in exchange for looking at what they get upto at a meeting.
Hope this helps.
