Difficult to say SB, as you might gather it isn't what the kart can do but what the driver can do with it. They can go very fast in the wrong hands and very slow in others.
If you're concerned about safety I wouldn't worry too much. However I would spend some time (together with your driver) with someone who knows what they're doing, you can send them out with 1/2 throttle until you're satisfied the driver can hold it on the black stuff.
Dunkeswell have organised Bambino sessions for the second month running now and they are extremely well attended and run. It is the ideal environment for getting your nipper a taster for karting.
I got my 8yr old daughter in there and after two sessions she was at full throttle and in amongst the Cadet fast kids. She's still some 10s off the fast pace but she's slowly learning race lines and proper use of brake and throttle.
