If you are asking because your chassis plate is missing or damaged ( I have seen painters who have forgotten to mask Tonykart etched ones and destroyed the details) then you can re apply to OTK for a replacement if you know the original number. You are able to present a cart in this manner to the scruits explaining the problem and if all appears ok with the chassis they can fix an MSA seal to the chassis to allow you to race.
You may have a problem if your chassis simply has no numbers on it but it will be down to the scruit to decide and seal.
