Davy you are right on that issue with the CofC! In fact if your doctor does say in any medical matter that you should not race, your race license is in effect suspended for that period!
The license is issued on condition of a medical certificate. Were that certificate to be withdrawn, even temporarily, your license is effectively suspended. If you ignore the advice and get into trouble, you'll not only fall foul of the MSA and stand to lose your license; but also fall foul of the track/club/MSA's insurance policy! Not to mention your own life insurances!
All because you couldn't patiently wait one short period of recovery?
Just think of it this way: If you broke your leg/arm/etc. you wouldn't be racing until the plaster was removed. However, you won't get a full body plaster-cast for broken/bruised ribs. So just because you CAN hide the injury, it doesn't make it OK to ignore the doctor's advice.
Now how many of you thought of it that way?
