Its not quite as simple as you say. The definition of a rule is "a principle or regulation governing conduct, action, procedure, arrangement". In other words its a written regulation. Its enforcement is quite a different matter. There are many rules in life/society which are either weakly enforced, intermittently enforced or not enforced at all.
In answer to your question.
1a) Should you take ANY notice of the 'white lines'? > Answer : Sometimes.
1b) WHAT notice should you take of them? > Answer : Stay within them most of the time.
2) How MANY wheels OVER the white line is ACCEPTABLE to you: 1,2,3, or is it AS FAR AS YOU DAMNED WELL WANT over the white line? > Answer : Most of the time I try to keep all 4 wheels within the white lines, but when I'm avoiding an accident etc... I will put all 4 wheels outside the white lines.
