From what I can see it is a Zip Silverstone 72 with a Bultaco 250 circa 1973. The body kit is a special allthough at first glance I thought it was an old Modus from the same period. Maybe Ian (itpro) or QOT can confirm this.
One of the clues to the chassis is the steering column bottom mount which was a zip design of the early 70s and the first Zip gearbox chassis I remember with disc brakes was the Silverstone 72 and those look like the Girling Power Stop ( or as I used to call them never stops) that suffered with awful knock off requiring a pump to get the pads back to the disc at the end of a straight.
