I can't see on my phone if he's a business seller. He looks like a business the amount he's selling in which case he's bound by the sale of goods act. You need to write to him and point out it's his responsibility as the seller to sell goods of merchandable quality. You politely ask for a refund, and if it's not forthcoming you can report him to Trading Standards in Exeter. Don't be fobbed off by having to go to Sparco, he is the retailer he has to sort it out.
