I believe all legitimate Iame uk cadet parts are uk marked. As long as the main parts have these marks and have not been machined ( rules say you can't remove or add metal) then yes you can switch-out things like electric start and refit other uk parts like a pull-start.
But, just like buying anything else at auction, it is buyer beware and that's why auction prices are generally low.
What's a second hand Iame cadet engine worth, nominally £1000 (assuming it doesn't need a rebuild and has a recent dyno sheet)
So if someone can buy some of these for under half-that (ideally more like a third), some might just need a check and pull start, (remember, all the electric start stuff can be sold to markets that use that spec), some will need a refresh/rebuild (less than a £100 of bits at trade) and one or two might need cannibalising for parts or to make a good one.
All I'm saying is, if uk marked they'll easily sell and someone will make money! But making money isn't a crime and no liquidator is going to commission a company to check/rebuild each engine to get a max return, plus if they did, they be quoted what you and I pay, ie about £300 per engine to check and rebuild and suddenly they don't make any more for the creditors.
I know sales like this always look like a fire sales and the prices, they get always look too low (sometimes they are) but it's the same with any liquidation sales. The whole process is never good for the creditors, as generally you watch other people make money; the people buying stuff cheep, the administrators and other "professionals" etc.
