Ian Taylor gave me the fix to this many years ago.

Get a very long wood screw, about 5" long, pass it through a large diam washer (larger than the I/D of the frame tube) with small hole (or additional small washers so screw head does not pull through the large washer hole.

Spray inside of tube with WD40.

Push long wood screw into rubber bung and screw in with screwdriver. Washer stops against the end of the frame and the screw action withdraws the rubber bung.

Honest this will work.
