It is therefore a case of knowing whether there would have been NO injury without a neck brace or if the damage would have been worse without it? It is also worth considering that children tend to suffer less injuries in accidents purely down to lesser "life experiences" ie they do not fully understand the consequences of the outcome so they tend not to tense up in accidents which causes much less damage.
