I think the logic is.....

1) there is always a Start strip.

2) It then depends on the number of additional strips.

3) Thus 1 start strip and 2 split strips. So you enter '2 (additional) strips'.

God knows if that is the reason but.....

It does seem confusing but I suspect that's what it is.
