I assume that you mean:-
"The amount of force he needs to apply to the steering wheel is too much for him: he finds the steering 'heavy'" by your use of the word: 'hard'.
If so....
Changing the set up at his stage is probably excessive. Unless someone suggests you change the Caster angle (errr..... don't!), then not much will reduce the load he needs to apply to turn into a corner. So.......
1) Tell him to get used to it..... he will!
or
2) The simplest cheapest and most effective method.... get a larger diameter steering wheel! The larger the wheel, the more distance he needs to move his hand/arms to get the kart to turn and the less the 'weight' of that action. It's effectively 'gearing' the steering to make it easier.
Steering wheels even come with 'flat tops' (the top section being 'lowered' into a flat line section). This is done to allow the largest diameter steering wheels to be used without them breaking the rules on maximum height of the kart.
I don't know if you can race with a 'flat-top in cadets but.....
