I don't think it's unfair to say that the people responsible for drafting the current rule have done it badly.

There's no real reason for being unable to change PG licenceholder mid-way through a meeting, nor to allow more than 1.

other than the rules have been drafted lazily.

Having said that, there are lots of others in the same boat.

Now if the drivers were allowed to vote at proper club meetings so that the clubs represented the views of its members then things would start to change for the better.

I don't see that happening any time soon.
