Simon - I agree entirely.
After the dog's breakfast caused by the former incumbents at WMKC, I imagine HKRC are doing some housekeeping to review their own paperwork, as the club's constitution is probably over 30 years old.
It would be good practice to provide the members with the details in advance. It would only need a little over 10% of those attending to vote against to prevent changes to a constitution. But as you say, karters appear to be an indifferent lot when it comes to actually getting involved in the ways decisions are made.
As a matter of interest, if at ABkC level things can be improved by formally having "driver" representation, does anyone believe this could work at club level? If so, it might be worth taking advantage of the HKRC EGM and proposing that the new rules make a provision for that.
