well, Dunkeswell are showing 80 for the coming weekend,
Forest Edge seemed to have 123 on 7 September (from counting their results page)
In the 90's, Dunkeswell used to have 60 in Formula Blue alone.
To some degree the problem is financial; To some degree it's the fact that people are being advised that they need to do something apart from club racing; (championships and IKR) To some degree it is the availability of other forms of entertainment; ( Is it true that someone had to have their iPhone removed from their hand, leaving the dummy grid?) To some degree it is political or commercial; To some degree it's the fact that many of the people who used to kart as MSA because it was the only way,now do it as hire and drive; Buckmore Park for example seem to be able to regularly raise grids of 60 or more for their mid-week series. Why not, for £125 you get an hour's racing, more than many an MSA race costing two or three times as much and you don't have a kart to look after? To some degree it's the apathy of karters. They want to be given something, and are quick to complain when it isn't up 'to standard', but they aren't willing to help.
There isn't a simple, single answer.
