Possibly OK, it depends on the licence for the meeting.
Section D MSA year Book applies
"33.1. An MSA licensed Scrutineer, of the appropriate grade, must take charge of the Scrutineering Team atall ~ Kart Races, ~~ of National ‘A’ or International Status.
For all other events, the scrutineering may be carried out by a suitably experienced scrutineer appointed by the organisers."
(I've edited out some of the words by ~ and broken it into two paragraphs for clarity)
So if the event was a Nat B event (look at the SRs) then anyone who is suitably experienced may be appointed as a scrutineer.
Yes, there is room to argue that "suitably experienced scrutineer" might imply some form of MSA certification such as a trainee scrutineer, but there's also room for manoeuvre.
