For the iPhone, I use MultiTrack StopWatch.

The problem with some other Apps is you need to look at the screen to find the appropriate start/lap button, which means you're not looking at the driver you're timing. The above app lets you position your finger on the button beforehand and only registers the event when you take your finger off. That way you can keep your eyes on the track.
