I agree it's a good initiative if it can be enforced practically. It gets tricky when you choose to enforce local regulations that are different to those laid down by the governing body.
You're right Max, there was something in one of the ABkC's newsletters about the track limit regs not applying to karting since there are kart specific rules. The issue I have with that is that the kart specific rules don't say much. From memory it's basically stay on the track and if you go off re-join safely. They don't mention kerbs or white lines. So I don't know whether we have circuits applying local rules, or circuits interpreting the regs differently.
