Anyone who is a regular at a track/club knows full well who the regular 'cheats' (loaders) are; I am certain that, anyone reading this has at last one named person in mind...... It won't be the same name for all of us but we ALL know the names of some of the regular 'cheats'.
Obviously, it would be better if we COULD deal with every example of cheating but we all know that's not possible. Therefore, in my opinion, you deal with the 'regulars' and you make it known PUBLICLY when they are 'penalised'.
Talking about 'standard sayings' (as you were), the French have a good one:-
".....pour encourager les autres...."
It comes from the saying:
" it's worth executing a few admirals now and then..... to encourage the others"
I can think of plenty in 'Admirals' of karting!
