I think we're all agreed that you have to bear the cost of "racing incidents" and that 1st corner incidents are particularly difficult to start apportioning blame.
However, the case remains that where someone has driven in a way that would attract a penalty (5 places or exclusion) then there remains a massive imbalance between the penalised driver's position and that of the victim.
There is plenty of scope to redress that by amending the regulations. There's no possibility of a "crash for cash" industry starting up!
We can, of course, keep the regulations as they are and watch as repair costs (from PENALISED incidents) eat into budgets, poor driving is supported in the knowledge that nobody will ever protest, and people continue to speculate about how driving standards can be improved....
