As you can see by Graham's post this has more to do with procedure and permits than it does with a common sense approach to a good idea an idea which will give people a nice lower cost option for the club driver. The popularity of the LGM cadet series shows theres a market for this as well as S1.
What else have club drivers got? The ace and king of clubs which took the top two drivers from each club ended, NKRA for some reason hasn't worked out, probably due to ... It was whilton mills baby fair enough but where was the ABKC saying hay what a great idea, lets follow this up. That was a real good weekend, that actually resulted in club drivers having something to aim for for achieving a top place at their club.
We can't all afford or want to do S1 its so far out of most peoples league cost wise....time wise....competition wise etc. S1 should stay the top championship but that doesn't mean you can only go from club championships to S1.
THE MARKET is giving you a massive clue about what it wants.
Any organisation set up to serve the clients without vested commercial interests would have openly accepted this and actually helped make it even better.
