The MSA is the motorsport governing body. It governs according to the set rules and regulations. These regulations can be changed by requests to the relevant committees, anyone can ask. Then if agreed they are put out for consultation, (look for the latest Kart Committee proposals on the MSA website soon). Championship regulations are in the Blue Book, and an application for a championship permit must be made by a recognised club or association (The MSA needs to have a relationship with an organising body). Applications need to be lodged by 1st Sept for the following year. If an organisation fails to put in such an application in time, or considers it can 'go it alone', there can be consequences, e.g. no permit approval for that year. No permit means a series of support races can be held, but no overall counting of points or champions based on the results at a a series of events otherwise clubs could be at fault and taken to task. This series is not alone in not getting a permit for 2014, S1 also had applications turned down. The rules were followed. The ABkC was not asked for its opinion on whether to grant a permit or not.
