You have got it in one but anyone building a motor worth his salt will move the flywheel to the true TDC position on the gauge which, in my experience, is further than the locking tool. Therefore testing using the locking tool on its own will, in every likelihood, result in an initial fail and require further investigation.

A DTI and degree wheel is now an essential piece of kit to prove the scruts wrong - don't leave home without it!

Oh and I had to explain to an MSA scrutineer how to use the gauge recently as he thought (as I did initially) that the +&- either side of the line was tolerance!
