You make it sound far more difficult than it really is. The subject of new classes and track time is not new so members have had plenty of time to make their views known to the club officials. No club will be forced to run these new classes so if the club agreed not to have them then there would be no need to delay implementing the decision as members would not be affected - unless they wanted the new class. Generally you get a feel for other peoples views just from chatting at the meetings. If they are opposed to having new classes then suggest they attend the AGM or make their views known to the club officials. Of course, you also have every right to race at other clubs but maybe you will get more track time because there are fewer entries and less competition.
