When you have any mass produced engine where parts can vary (within some tolerance) then you have scope for `specials'. It happened with comer and is bound to happen with Honda as engine builders will spend the time selecting the best parts to match together to make a special. About the only way to stop it would be for the class organiser (is that Kelvin?)to hold all the spare parts and only release them on an exchange basis and that would only work if parts were stamped UK only etc to ensure spares could not be bought from other countries. The clubman class was introduced to try and stop engines becoming too expensive but has not really taken off to a level to replace non-clubman Honda - maybe the customers did not want it? I think you will find that the MSA could not impose a`clubman' only rule but could approve that rule if it was submitted by the class organiser. As far as speed ratings go, it was the case when Comer was the official championship engine that all other cadet classes had to be slower - WTP and Easykart were restricted for this reason when they came in. That can only ever be a general rule rather than a strict one applied at every track. Some tracks will suit the power curve of a honda more than a comer. iame etc. The MSA would only need to take action if the Honda was faster than the Iame at most tracks and that is probably not the case at the moment.
