Fuel drums are parc ferme'd usually, just like tyres (when they're kept on spikes by scrutineers) - they don't leave the confines of the parc ferme area.
So when you need to fill up, you take your tank off the kart and to the fuel bay, they bring you your drum, you fill your tank.
