It seems that the MSA are keen to act (yesterday at the London Cup people DID GET POINTS and people were SENT HOME - so kudos to those involved for taking action), however without a report you're sunk. By all means you can go and write it up yourself but if anyone has gone and done that then you'll know that there are snowflakes in hell with better chances.
I would like to see some sort of system whereby on marshals are doubled up looking in both directions at the posts, actually have breaks and so on. You can't expect the guy to be 100% all day long. (Though when it happens right under his nose you should expect it to get seen).
I'd probably also incentivise them to write up the report in a tick box form with £X per form so that the MSA guys have something to work with and the stock response of "didn't see it" is minimised.
TQ should be mandatory for all classes, with the best will in the world there's no way that anyone is going to spot what or how it happened at the first corner. And if you put someone super fast at the back what other outcome can you expect.
There is stuff they are going to miss, and yes you tend to watch the bit of the race that's relevant to you but when twenty plus people are shouting "red flag" from two hundred yards away, that probably shouldn't be one of them..
