I personally would be pretty annoyed if the person behind didn't push me down the straight at the beginning of the race as not doing so would lose us both time. Although if I didn't know them I'd always discuss it with them on the dummy grid beforehand.
If its now deemed illegal, (which i'm fine with as long as its enforced so i don't have a disadvantage) then the only way to practically do it would be to have a karts gap in between each row of the grid. Either do that or don't apply the rule as its impossible to enforce otherwise.
On the pushing down the straight during the race, thats probably easier to spot. Not sure why it should be illegal though unless the person in front goes off or wide at the next corner - again, pretty easy to spot.
