We don't agree on that. Monster motors CAN occur randomly.... they can also be constructed like Frankenstein's Monster.... from the BEST bits of other motors.
Many years ago, I had a 'factory selected motor, took it to my standard tuner for a rebuild (BEFORE I moved to Simon Wright, may I stress) and suddenly, I found parts of MY engine had been transferred to HIS engine. Most notably, my cylinder head: I'd drilled a hole in the WRONG place for the throttle return spring and that extra hole had 'repaired' itself but had jumped to another motor....
The point is just an anecdote that SOME components really ARE better than others. If you build a motor FROM such 'best parts' it has a high chance of being a GOOD motor!
For your position that 'Golden Motors' occur ONLY randomly and CANNOT be constructed, you'd need to show that, given 100 (supposedly) identical motors that it would be IMPOSSIBLE to construct a motor that was considerably better than the average by testing and selecting the most favourable parts... I don't think you'd make such a claim.
The final 'proof' would be that, in the years of factory TEAMS, that their chosen driver would not just 'happen' to have one of THE quickest 'Golden' motors. At worst, they could test EVERY motor and select the motor which delivers the 'best' power and keep that 'golden motor' for themselves.
Assuming you agree with that last statement, I'd like you to show how whole 'engines' could be 'Golden' but certain parts themselves COULD NOT be 'golden'....
Factory selected motors EXIST (or used to....)!
