Money in karting isn't necessarily the problem with people breaking through.
Lets have a look at known costs for single seaters:
I looked into a season of Formula Renault, minimum 60k Formula Palmer Audi was in the mid to high 50k bracket Last I knew Formula Ford was looking nearer the 100k mark BARC Formula 4, the supposed new low cost series, minimum 45k and that's not factoring in transport, accommodation or damage repairs

Unless you have an exceptionally wealthy parent, a wealthy family member or an incredibly generous sponsor, the average-waged super-talented racer simply cannot make it through on talent alone anymore! Anyone that says they can is deluding themselves.
People can race without the mega budgets in karts at a high level, the likes of Andy King spring to mind, however the move into cars is decidedly more problematic
