What type of track do you mainly drive on? We've found the T1 is better for shorter tracks as it has more low end grunt, whereas the T2 works better on long tracks with its high rev range and slightly better top end.

Then again, our T1 will still do a good job at a long track if needed.
The T2's will get faster (despite the restrictor) as the engine builders get used to them and find the nuances that help them get better - they don't come fast out of the box and it took a while for the SP's to come around.

Try and get the strongest engine you can for your budget - no one yet knows how the restrictors will effect anything, but a good engine will always be a good one
