I really do not understand your logic when you say the only option ios to buy the new IAME engines,
If you want to compete in the Official British cadet Championship then that is your only option just as you would have needed Comer rather than honda engines for the last few years!
You can have great fun doing club raceing and national/international racing with honda, WTP, Comer or Easykart (International racing only if the FIA/CIK drop the silly new rule requiring an International C licence).
The MSA will not have the time or resources to test lots of the new Iame engines against an equal number of all the others.
Just look through some of the threads on this forum and you will find plenty of complaints about special honda engines, £20k comer engines, dads with a couple of dozen Tryton carbs - all set on the dyno.
So, there is likely to be some fairly limited testing and then a decision about how to slow the other classes (if necessary). Maybe they will use a spacer in the head (as for Easykart) or extra weight or gearing restriction - we will have to wait and see.
