The MSA needs to take common sense rules rather than just imposing this on everyone.
For example some clubs allow you to start engines only in designated bays near the track, thus reducing the risk of an engine running in the paddock.
The 10 second bit is stupid, I have many times had a problem where I have needed to have the engine running on the stand for a while while I fiddle with something. I agree people excessively revving engines needs to stop however lots of people currently don't do anything wrong or dangerous but now are going to be breaking the rule.
You can't create a rule to cover all circumstances thats where common sense needs to come in, only run your engine in the paddock when needed and then for only as long as needed using as few revs as needed. However as the nature of motorsport is people will always push rules for some mystical advantage.
