"you are penalised three time? once by being placed on the outside, once by being in second place when you turn in, then again if 3rd on grid leaves no room for you and you get sanctioned for turning in?"
Not really.
The problem lies in the gap between what should happen and what does happen.
Pole should have a problem whether to guard the inside line against someone overtaking under braking and getting the inside line and going wider to get a better run into the corner.
no.2 with a wider line from the start is naturally faster into the first corner, especially if he can keep pole (and no 3) on a narrower line than they want to be, by being alongside the poleman.
The disadvantage of being on the outside (further to go, marginally less grip) is offset by the faster line on the approach.
If No.3 has closed the gap to pole, then he should be braking that much more for the corner and there will be a concertina expansion on the exit to the corner. With a wider line No 2 should have a higher speed through the corner and be able to hold / move into that gap.
The difficulty is the tendency of pole or No.3 to lean on the outside karts, especially if the No.2 is legitimately leaving 3 with only a kart width round the corner.
The problem is the fathers who have told their child to be 'ruthless' (the ruthless of No.2 dad to 'cut in' meets the ruthless of No.3 getting ahead at all costs and both lose out).
By all means be ruthless in exploiting the tactics of the situation, but do not suggest that No.2 has a right to turn in to another driver and bash him off the track.
