All rules have to be interpreted within the context in which they were written. Some rules are more open to interpretation than others. Where contradiction between two rules occurs (common with MSA regs), the interpretation of said rules becomes broader.
Since you are allowed to remove excess rubber by mechanical means, and a heat gun surely is mechanical means, then the interpretation is open as to whether using a heat gun to remove rubber constitutes "heating of tyres" within the context of that other rule. It surely does heat the tyres, but so does leaving them in your warm van, warming them with a space heater to mount them, using a surform to remove rubber, etc etc.
Why karters are so obsessed with cheating, in a way not seen in other forms of motorsport, I don't know. It's certainly irresponsible to use the term so freely, especially if you are someone that preaches being careful about what you say and what you accuse people of.
The simple answer, however, is to do what is accepted at your club.
