It's all down to interpretation. My interpretation of that ruling is any act that artificially heats the tyres is illegal. Therefore, cleaning with a heat gun in my eyes would be illegal.

I question whether it could be considered dangerous to run on tyres with pickup. Yes, harder to drive, yes, slower, but you have to drive to the conditions of the circuit, your equipment and your competitors. Remember, if everybodies having to run on tyres with pickup, nobodies got an advantage
