IMO what is often lost in this debate, when people start talking TKM's etc. is that high level kids karting is a whole different sport. Given the often unrealistic aspirations of many parents and win at all costs attitude, a completely different approach to 'normal' karting needs to be taken.
As a matter of interest doesn't tuning to a fiche mean adding or removing metal? Thus surely this will make it harder, not easier for scrutineers, as many checks rely on looking for original finishes.
With my jaundiced eye, created by racing in a country where cheating is only considered cheating if you get caught and being caught seems to have no stigma. Tuning to a fiche would seem to me be a cheats licence. At best it could make it all to easy to cross the line accidentally.
