The ONLY way to get equal engines at a reasonable cost is tuning to a fiche. Any other method comes at a cost far greater than the cost of tuning to a fiche.
As an example, you can purchase a TKM engine for £700, pay £200-300 to an engine builder (or do the work yourself), and the engine will be as good as any other.
Were tuning to a fiche not allowed, the only way to get a good engine would be to buy a bunch of engines and find the best one (expensive) or have an engine builder select the best parts and build a special engine (expensive). Add a seal into the equation and costs escalate even more.
Why have convoluted sealing schemes, zero tuning, random engine draws with dyno'd engines (expensive), claimers etc, when tuning to a fiche is a proven and cost effective solution to a problem inherent in the manufacture of racing engines?
