I completely agree with itpro on this one. Overtaking safely is 100% the responsibility of the overtaking driver.
If you are really that much faster than the kart in front then you can easily get past without any risk of collision. Ok, it may mean you lose a few tenths holding off until that 100% safe opportunity arises, but it's your responsibility to do that and take the time hit.
If anyone runs into the back of a much slower driver then they've simply been too greedy and not wanted to take the time to do so safely.
I was testing at Teesside last year, running on the same track as a cadet in his first ever time out. He was orders of magnitudes slower than everyone else. But whenever anyone got near him, we slowed right down and got past safely. It cost us at least a second every time we came round to lap him, but that's what it takes..
